Superintendent of Customs, I have the honour to acquaint you that I have been in communication with the Authorities on the subject, and that at my request the Proclamation in question has been withdrawn and another substituted. A copy of the latter, in original and translation, I now enclose from which His Excellency the Governor will see that, subject to existing regulations with regard to the levy of duties the search of rebels by Customs Officers at sea is forbidden and measures will be taken to apprehend and punish those who falsely assume the character of such.
